Winds of political reform in Myanmar Since the formation of the new Myanmar government on 30 March 2011, the new leadership has initiated reforms in different sectors - economy, media, education and health. Ambassador Li remarked at his "stakeout" after the Security Council's "informal consultations" on 24 March 2010: "On Myanmar, you see, the general election being held in any country is a matter of a sovereign State, so that should be respected. So this principle applies to the case in Myanmar. I think it's very important for the international community, also for the Security Council, for the UN to help Myanmar promote [a] constructive, healthy environment conducive to having a general election in Myanmar. Myanmar is one of the poorest countries in the world, so for elections to be held in this country is not an easy one, but I think it's a very important step in the process of national reconsolidation, in the process of democracy in that country, so let's help Myanmar by promoting a healthy constructive environment."

Informal comments to the media at a "stakeout" by the UK Representative to the UN Ambassador Sir Mark Lyall Grant after "informal consultations" on the situation in Myanmar. In response to a question, Ambassador Grant said that it would require a reference by the Security Council to realise the suggestion made by UN Special Rapporteur Tomás Ojea Quintana [that UN institutions might wish to consider the possibility of establishing a Committee of Enquiry] and he went on to say: "I don't think the Security Council is sufficiently unanimous in its view to allow such a reference to happen. We of course would support such a reference."
